Chief Human Resources Officer, the Vice President for Human Resources

As the Chief Human Resources Officer, the Vice President for Human Resources fulfills the mission of Norwich University by leading the execution of all human resources functions to include talent acquisition, benefits, compensation, retirement, payroll, employee relations, performance management, and professional development in support of nearly 1,000 staff, faculty, and students working on campus or remotely throughout the United States.  In addition, ensures HR policies and practices maintain compliance with applicable state and federal laws and regulations, and develops strategic plans for HR contribution to successful accomplishment of Norwich University’s mission.

Essential Functions

  1. Participate in the University’s long range and strategic planning process.
  2. Establish plans and implementation goals for the Human Resources Department in alignment with University goals.
  3. Manage the Human Resources Department to achieve efficient and effective outcomes.
  4. Provide cost projections and budget estimates for salary and benefits University-wide.
  5. Oversee the operating budget for the Human Resources department.
  6. Monitor the President’s compensation agreement with the Board of Trustees for accurate and timely processing and execution of related audits.
  7. Oversee recruitment and selection processes to identify and select best candidates.
  8. Provide guidance and assistance to search committees and hiring managers in the candidate selection process.
  9. Develop, implement, and maintain compensation systems for faculty and staff.
  10. Manage the job analysis process to ensure salary equity throughout the University.
  11. Design a comprehensive benefits program that is cost effective and attracts and retains well qualified faculty and staff.
  12. Serve as the Plan Administrator for the University’s retirement plan.
  13. Develop and enact University-wide policies to address human resource issues.
  14. Supervise employee relations and Equal Opportunity functions, directing the counseling and coaching of employees and supervisors regarding interpersonal, workplace, or performance issues.
  15. Conduct or assign employee-related investigations in response to harassment, discrimination, or other complaints.
  16. Oversee the Dispute Resolution Process for faculty and the Problem Solving Policy for staff.
  17. Advise managers in informal and formal methods for addressing performance issues or violations of policy and procedures and ensure that interventions are appropriate and adequately documented.
  18. Develop and implement performance management for staff to include performance improvement and disciplinary actions processes.
  19. Provide for the security of official employee files and records in compliance with record retention policy and legal requirements.
  20. Oversee risk management and workers’ compensation processes, to include injury reporting and claims, accident investigation, risk mitigation, and return to work programs.
  21. Ensure all human resource and payroll processes comply with applicable state and federal laws and regulations and Norwich University policies.

Other Functions

  1. Assess the performance of direct reports and provides frequent feedback to optimize their performance.
  2. Maintain confidentiality of sensitive or private information.
  3. Communicate with employees, students, and others in a respectful and clear manner.
  4. Serve on University committees, councils, workgroups, or other designated bodies as assigned.
  5. Achieve, maintain proficiency in, and utilize computers, telephones, and other job-related equipment, including related systems and software.
  6. Speak, read, and write in English.
  7. Communicate by telephone, email, letter, in person, or other means or device.
  8. Perform other tasks as assigned by supervisor.


  • Bachelor’s degree required; master’s degree in human resource management, business, management, or related field preferred
  • At least five years of supervisory experience in Human Resources, preferably in higher education or a non-profit setting; at least ten years of general Human Resources experience.
  • Demonstrated experience administrating the provisions of the FMLA, USERRA, ERISA, ADA, and Title IX
  • Demonstrated experience conducting investigations pertaining to discrimination, retaliation, or harassment
  • Professional HR certification with SHRM, HRCI or similar.
  • Able to:
    • Sit, stand, kneel, squat, reach, push, pull, and use hands and fingers to manipulate office equipment.
    • Travel outdoors to various parts of the campus.
    • Lift 25 pounds.

Environmental Conditions

  • Indoor work in an office, low level of exposure to noise, dust, fumes, vibrations, and temperature changes.
